Dr Alan Greene is a Reader in Constitutional Law and Human Rights at Birmingham Law School. He has published widely in the area of emergency powers, counter-terrorism, and constituent power. He is the author of Emergency Powers in a Time of Pandemic (Bristol University Press, 2020) and Permanent States of Emergency and the Rule of Law: Constitutions in an Age of Crisis (Hart Publishing, 2018) which was short-listed for the 2018 Society of Legal Scholars Birks Prize for Outstanding Legal Scholarship.
In February 2021, Alan was appointed by the Irish Minister for Justice, Helen McEntee, to the six-person Independent Review Group to examine the Offences Against the State Act-- Ireland's primary counter-terrorism legislation.
