Resta Hutabarat is a PhD candidate at the School of Law, Western Sydney University. Her research explores data governance and digital finance, with a particular focus on the regulation of cross-border data flows, particularly how regulators navigate the tensions between data commodification and consumer protection in digital finance. She holds a Master’s degree from the International Institute for the Sociology of Law (Oñati, Spain) and a Bachelor of Laws from the University of Indonesia. Prior to commencing her PhD, she accumulated over 20 years of experience as a legal practitioner, including roles at the Jakarta Legal Aid Institute and the Indonesian Financial Services Authority (OJK). Her research critically examines the intersection of digital economy governance, financial regulation, and human rights in both global and local contexts.
